Japanese government has been enhancing to produce rice-plant whole crop silage since 2000. This policy is effective from the viewpoint of boosting domestic forage production as well as maintaining rice-field. It needs coordinators to connect rice-plant farms with livestock farms. In Japan these coordinator are called as the word of 'contractors'. There are many kinds of contractors, such as, livestock farmers group, limited company, agricultural cooperative, farming cooperative corporation, corporation, agriculture corporation, and local governments. Livestock farmers group was accounted for 54% of total contractors in 2011. Next coordinators were limited company (17%), agricultural cooperative (10%), farming cooperative corporation (10%), and so on. Contractors not only harvest rice-plant whole crop silage, but also crop a field with various crops, spray manure, produce roughage, plow a field, and harvest rice straw. In this paper we showed the function, effects, conditions of establishment. characteristics, and problems of contractors by types including Miyagi Agriculture Corporation example.
